PURPOSE OF JOB:  This multi-functional position involves assisting the Chief Financial/Operations Officer in developing and executing strategic plans for Operations Division.  Establish, monitor, manage, and report all statistical and financial aspects of the Operations Division, such as budgeting, accounting (accounts payable), purchasing (requisitions, purchase orders), and management reports, human resource, payroll, inventory, and all aspects of internal control.  Responsibilities include assisting in the leadership and administration of the following departments within the Operations Division: Transportation, Child Nutrition, Facility Services, Construction, and to ensure that effective and efficient delivery of excellent services support the overall mission of the District.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:  include the following.  Other duties may be assigned.

 

  1. Assists CF/OO in the organization of the Operations Division to enhance effective operation and manage expenditures.
  2. Implements strategic financial and operations plan for the Operations Division. Design and develops site based expenditure reports out of the Purchasing system and Work Order systems and introduces measures to manage site expenditures.
  3. Develops, implements, and manages the annual Operating, Capital and Special Revenue budgets for the Operations Division.
  4. Manages Operations department budgets to ensure fund availability and that requested expenditures are within budgetary constraints.
  5. Prepares reconciliations of inventory, analyze budget versus actual reports and provides CF/OO with reports for effective management decisions.
  6. Assists in the development of business solutions and ensure that the Division uses the best business practice in all financial transactions to help achieve established goals and objectives.
  7. Contracts administration including developing bases for vendor/ contractor evaluation.
  8. Collaborates with Business & Finance to ensure adherence to Board policies and procedures.
  9. Responsible for the processing of invoices for correct distribution, timely and accurate payments that make full use of available discounts, and proper filing and storage of records.
  10. Must be well organized and complete vendors payments for services rendered in a timely manner.

MINIMUM QUALIFICATIONS:

 

EDUCATION and/or EXPERIENCE:

  • Bachelor’s degree in Business Administration, Accounting or equivalent.
  • At least 10 years of increasingly responsible professional experience in budget, finance and operations management, and expenditure analysis in a government entity or large corporation.
  • Possess a strong background in financial analysis, interpretation and presentation.
  • Ability to manage multiple tasks/ projects simultaneously.
  • Proven track record in sound business, operating and management expertise.
  • Ability to effectively collaborate with all functions within organization.
  • Proficient in the Alio financial system (or equivalent) including the following modules: Purchasing, Budgeting, Accounting (accounts payable), Inventory and control and have a working knowledge of the Human Resource, payroll and work order systems.

 

PREFERRED QUALIFICATIONS:

  • MBA, CPA or equivalent.

TERMS OF EMPLOYMENT:

Length of work year: 12 months.
