PURPOSE OF JOB: Perform and coordinate administrative, technical, and professional work related to capital projects such as construction, renovations, and deferred maintenance projects. This would include administering competitive bidding processes, vendor engagement, and ensuring compliance with the appropriate guidelines, policies, and approved internal controls.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.
- Manage business process flow and facilitate interdepartmental transactions.
- Ensure accurate and timely processing of all requisitions in compliance with existing policies and procedures.
- Use LINQ (financial software) to process all approved and documented requisitions into PO’s.
- Maintain appropriate records leading to adequate audit trail.
- Provide technical assistance to suppliers on how to do business with the district using the e-bidding system as well as the district’s policies and procedures.
- Work with Zone Directors and end-users in developing bids/proposals for new construction projects.
- Develop and prepare for capital projects, Information for Bids (IFB), Request for Proposals (RFP), Request for Qualifications (RFQ), and bid documents to solicit competitive bids from qualified vendors by posting to District’s e-bidding website; assist with contract preparation.
- Schedule and facilitate pre-bid meetings and site visits.
- Assist end-users in securing quotes from vendors.
- Initiates and coordinates discussions or meetings between suppliers and the Operations department to resolve procurement-related problems.
- Monitor the status of capital projects from start to completion such as, project delays, liquidated damages, change orders.
- Achieve a high degree of cooperation and coordination with other departments, especially those supported directly by the procurement services department.
- Perform other duties as assigned by the Director of procurement services.
SUPERVISORY RESPONSIBILITIES: None
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree within Business Administration, Accounting, Construction Management, or related field.
- Minimum five (5) years of purchasing/accounting/business experience with extensive and broad commodity knowledge with emphasis related to construction on contracts and strong negotiation skills.
- Excellent written and verbal communication skills and inter-personal skills to work effectively with relationship building.
- Excellent basic computer skills with knowledge of Microsoft Office.
PREFERRED QUALIFICATIONS:
- Considerable experience in construction management with online e-procurement system and at least one-year experience in implementing a procurement or inventory system.
- Experience in system design and implementation. Knowledge of LINQ financial software or similar system.
- Five (5) years’ experience in a large procurement environment of a major corporation or governmental agency.

TERMS OF EMPLOYMENT:
Length of work year: 12 months 7.5 hours per day/ 5 days per week; 260 workdays
